One of the highest-profile fleets in the UK, National Highways, has signed a three-year, full fleet management contract with Holman, a fleet management and leasing company.
Holman will now manage the famous yellow and black vehicles, constantly working to maintain and manage our major roads. This change began at the end of June.
After winning the contract after a competitive tender via the YPO public sector fleet framework, Holman will manage nearly 750 vehicles, most of them 4x4s and SUVs. These include the Land Rover Discovery, BMW X5, Maxus T90, and eDeliver 9, as well as a variety of other BMW, Volvo, Toyota, Kia, and Ford vehicles and nearly 50 incident screen trailers.
National Highways has 85 depots throughout the UK, looking after the 4,300 miles of motorways and major A-roads and ensuring 10,000 miles of carriageways, 150,000 signs, 20,000 bridges, and 100,000 streetlights are operational. Alongside this formidable workload, it targets all traffic officer vehicles to be ultra-low-emission by 2025 and zero-emission by 2030.
One of the main reasons for choosing Holman was its expertise in supporting high-use operational vehicles – the National Highways Traffic Officer service works around the clock, 24/7, 365 days a year. Providing support for stricken drivers and reacting to emergencies means National Highways must have very high levels of uptime on its fleet.
This critical requirement means Holman will manage maintenance, breakdown, tyres and accidents and provide rental services and fleet administration, including fuel cards and fines.

It measures wear, tear, and repair and reports back to the customers, giving them a complete and clear view of every facet of their fleet, what each part or job is costing in both time and money, where improvements can be made, and the return on investment for doing so.
National Highways will be able to access Holman’s Insights platform, which gives customers transparent access to all data. Its officers can use the groundbreaking new Driver App to manage all their SMR bookings and condition reporting.
Holman’s extensive network of suppliers and repairers, which now totals more than 2,000 outlets, will handle maintenance and repairs for all vehicles. The contract will be run from Holman’s Chippenham HQ.
