Richmond Council was awarded the coveted ‘Air Quality Strategy of the Year’ at the Fleet Vision International Awards, held on April 3 at the Banking Hall in London. The award recognises its innovative work to tackle air pollution and improve public health. The Westminster Commission for Road Air Quality handed out the award on behalf of Fleet Vision International.
The award reflects the significant progress made – and continuing – to benefit residents in Richmond upon Thames.
Councillor Alexander Ehmann, Chair of the Transport and Air Quality Committee, said the Council’s strategy, the Air Quality Action Plan 2024-2029, is more than a document – it’s a bold path forward already delivering results.
‘We’ve set some of the UK’s most ambitious targets, aligned with World Health Organization guidelines and backed them up with practical measures that are making a tangible difference to our community,’ said Councillor Ehmann.
‘This is not just about addressing air pollution; it’s about improving quality of life through clear actions that reduce emissions, improve health, and create a cleaner borough.
‘Poor air quality is the largest environmental risk to public health in the UK, which is why I am proud that we’re adopting the most far-reaching air quality targets anywhere in the country.’
The Air Quality Action Plan focuses on the two main sources of pollution that individuals can impact – nitrogen dioxide generated by combustion, especially road transport and heating, and fine dust from smoke, road wear and construction.
Richmond Council has already seen clear evidence its approach is working, with nitrogen dioxide levels falling significantly across the borough over the past six years. This dramatic improvement means cleaner, safer air – especially benefitting children, older people, and those with respiratory or cardiovascular conditions, who are most vulnerable to pollution.
‘This is great progress, but there is more work to do as we continue our work toward an even greener borough,’ added Councillor Ehmann.
The judges praised Richmond’s strategy for its measurable impact and community-driven approach. Key achievements include:
- Transitioning borough vehicles to electric, hydrogen, and biomethane, with 200 new charging points installed in just one quarter
- Promoting greener transport through initiatives like e-cargo bikes
- Cutting engine idling near schools and level crossings to reduce pollution
- Reducing congestion using advanced air quality monitoring to target the most effective emission-reducing measures
Richmond Council’s extensive engagement process was also commended. The judges highlighted that the Council hosted webinars, drop-in centres, and street stalls to ensure the strategy reflected the needs of the local community.
Ann-Marie Knegt, Head of the Fleet Vision International Awards Judging Panel, commented: ‘The judges praised the advocacy for external action and lobbying for changes beyond the Council’s authority, such as bus route electrification. The Council encourages car-free lifestyles with e-cargo bikes while reducing engine idling in sensitive areas.
‘Richmond is transitioning borough vehicles to electric, including hydrogen and biomethane, and installing 200 charging points while carrying out active consultations and campaigns focused on public concerns.
‘The judges noted that Richmond has become an example to others for air quality improvements in London and beyond.’
Councillor Ehmann added that bringing together transport, health, air quality, and climate change efforts ensured the strategy addresses interconnected challenges and delivers real benefits.
‘This award represents the hard work and dedication of many people – community groups, residents, businesses, and the Council’s teams – all working together to make Richmond upon Thames a healthier place to live, work, and visit.
‘Richmond is leading the way – not just in London but nationally – with tough targets, a strong plan to achieve them, and significant progress already made. Together, we’re actively shaping a cleaner, healthier, and more sustainable borough.’
